William Truman Kibler was from Edinburg, the son of William Rodney and Lucy Dell (Riffey) Kibler. He married Hilda Catherine Santmiers in February 1938 in Woodstock. She was the daughter of Earl and Mamie (Wilkins) Santmiers. The couple had two daughters, Joan and Brenda. Hilda was working as a machine operator at Aileen Incorporated at the time of her death in 1974. Truman married for the second time in June 1976, at the age of 61. His second wife was Dorothy Estella Ryman, from Woodstock.
