Richmond Mayor Bans Discrimination
At EV’s April 16 Commonwealth Dinner, Richmond Mayor Dwight
Jones brought the crowd to its feet when he announced a new antidiscrimination policy for the capital city. Describing an executive
directive he issued the day before, Mayor Jones promised “zero
tolerance” for discrimination by city employees based on sexual
orientation or gender identity. He described his action as making
good on an overdue campaign promise. Jones, an ordained
minister, also supports same-sex marriage. Richmond is now one of
seven Virginia localities with inclusive policies. Read the full text of
the Mayor’s proclamation or watch the video of his announcement.

AND JUSTICE FOR ALL:
A Symposium on Sexual Orientation and Gender Identity in
Programs and Policies at Virginia Colleges and Universities

Saturday, June 18, 2011; Virginia Commonwealth University, Richmond, VA
About the Symposium:
The well publicized deaths of so many young people in recent months – and countless others -- remind us
that our work to end anti-LGBTQ bullying, bias, and other forms of violence and discrimination in academia is vital to our well-being on campus. Eliminating discrimination on the bases of sexual orientation and
gender identity requires not only creating inclusive policies, but also ensuring that institutional practices
comply with those policies. The work of bringing about change within institutions of higher education demands our unyielding vigilance, ever-present strategizing, and relentless organizing. Join Network Virginia
for a one-day faculty-staff symposium. We hope you will be revitalized by what we will share and that the
phrase "...and justice for all" will, someday, truly include all of us.

MOVING EQUALITY FORWARD:
Another Historic Virginia Legislative Session
Governor Northam signed several pro-equality bills into
law, which will positively transform Virginia’s legal landscape. Some of the 2021 legislative successes include:
 updating the Older Americans Act to designate
LGBTQ older adults as a population with “greatest social need,” which provides equal access to aging services and resources, such as Meals on Wheels, transportation assistance, legal aid, and more
 banning the LGBTQ “panic defense,” a harmful legal
strategy that attempts to excuse violence perpetrated
against LGTBQ people
 establishing an LGBTQ+ Advisory Board to the Governor on economic, governmental, professional, educational, and cultural issues affecting LGBTQ+ Virginians, especially in rural and underserved areas
 allowing confirmatory or second-parent adoption
 The first step in repealing Virginia’s constitutional amendment banning same-sex marriage
 updating Virginia’s HIV law, which will decrease barriers
to prevention and treatment services
See details about these legislative victories at

And still we wait. For a return to a more or less
normal world of connection and community.
Please know that after a year into this pandemic,
SVE is still looking forward to a time when we
can once again safely join together for regular social events.
Even though that time is not yet at hand, important
events (virtually, locally, and across the state) are
still taking place.
Please see pages 6 and 7 of this newsletter for information about local and state-wide community
organizations.
Please know, too, that those in the SVE community who are on Facebook have been and are receiving regular posts, including information about new
laws passed during the 2021 General Assembly
session, election information, and events from other local community organizations.
If you are not currently receiving that information,
you can join the SVE Facebook group at
https://www.facebook.com/groups/60282410939

EV is Virginia’s state-wide, non-partisan education, outreach,
& advocacy organization seeking equality for LGBT Virginians.
The evening of celebration is FREE for everyone.
For 16 years, LGBTQ Virginians from across the state have joined together with local political, business, and non-profit leaders and torchbearers
to celebrate the strides towards full, lived equality. After a year unlike
any other, we cannot wait to show you a new dinner unlike any other. EV
will spotlight the 2021 “OUTstanding Virginians,” those who represent
our community with distinction by dedicating their lives to working for
equality. We are also celebrating another historic year of advocacy in the
Commonwealth, and hope you will join us for this special event .

What Next? Shifting our Gaze to State-Level
Legislation & 2017 State Elections
Presidential elections generate intense citizen engagement;
however, it is VITAL that we focus our attention also on
state-level politics, so that we are informed and engaged in
two specific areas:
1. Proposed legislation affecting our community will be
considered in the 2017 General Assembly session
(starting in January)
2. There are extremely important state-wide and state-level
elections in 2017. In November, Virginia will elect a
Governor, Lieutenant Governor, and Attorney General.
In addition, all 100 seats of the House of Delegates are
up for election. Delegates serve 2-year terms. Virginia
will not hold any state Senate elections in 2017.

In 2016, legislators in the Virginia General Assembly considered 17 bills and resolutions that were favorable to our
community and an unprecedented 9 anti-LGBT bills. None
of the proposed legislation (pro or con) passed into law.
How can you be informed and engaged in 2017? See
pages 6-7 about how to stay informed about legislation
affecting our community and ways you can advocate
for equality and support fair-minded candidates.

Virginia can be - “the beloved community” that includes and celebrates all and
