is scheduled for Sunday, July 24 from
4:00-8:00 PM at Shelters #11 and #12 in Hillandale Park in Harrisonburg. Burgers (vegetarian and meat), snacks, and soft drinks
will be provided (alcoholic beverages are not permitted n the park).

Richmond Mayor Bans Discrimination
At EV’s April 16 Commonwealth Dinner, Richmond Mayor Dwight
Jones brought the crowd to its feet when he announced a new antidiscrimination policy for the capital city. Describing an executive
directive he issued the day before, Mayor Jones promised “zero
tolerance” for discrimination by city employees based on sexual
orientation or gender identity. He described his action as making
good on an overdue campaign promise. Jones, an ordained
minister, also supports same-sex marriage. Richmond is now one of
seven Virginia localities with inclusive policies. Read the full text of

An Ohio federal district judge ruled that discrimination based on sexual orientation is impermissible under the U.S. Constitution’s equal protection clause. Read

Delaware Governor Signs Civil Unions Bill
In May, Governor Jack Markell (D-Delaware) signed a civil unions bill granting legal
recognition of same-sex couples across the state. Governor Markell declared:
"Tonight, we say to loving and committed couples across the state who want the
law to endorse the promise that they made long ago in their hearts, 'Your love is
equally valid and deserving. Your family is now equal under the law.’” The law
goes into effect on January 1, 2012.

Presbyterian Church USA Votes to Allow Ordination
The Presbyterian Church USA voted to ratify a measure allowing the ordination of
gay, lesbian, and bisexual ministers and lay leaders in same-sex unions, while also
permitting regional church bodies the ability to decide their own policies.

Beautiful weather, live entertainment, good food and family fun made the first ever Elkton
Pride Day a rousing success. The Stonewall Chapter of the Merck Rainbow Alliance recently held the inaugural event at the J.M. Cooley Conference Center on the grounds of
Merck Stonewall. 407 people from across the area attended the event on Sunday to enjoy a
friendly, family-oriented atmosphere.
The main purpose of the Elkton Pride event was to promote diversity, unity, visibility and
self-esteem among lesbians, gay men, bisexuals and transgender persons and to promote a
positive image in the Elkton area through community activities and services. "We could
not be more pleased with the success of today's event!" says Vice President and Stonewall
Plant Manager Craig Kennedy. "Merck is proud and honored to have sponsored the inaugural Elkton Pride event. It has served, as intended, as a fantastic celebration of basic human rights and the fair and equal treatment of all people, regardless of sexual orientation.
We are absolutely thrilled to have organized such an inclusive, successful community
event!"
The event was created, planned and orchestrated by the Elkton, Va., chapter of the Merck
Rainbow Alliance ERG in honor of its mission to "inspire and grow an inclusive corporate
environment that supports a vibrant Lesbian, Gay, Bisexual and Transgender employee network where the professional development of members will ensure that our global network
is a value added business partner to Merck." The successful gathering is a huge tribute to
the planning team's hard work, passion, organization and dedication to making the inaugural Elkton Pride Event a triumphant celebration of diversity and inclusion that will inspire
and foster growth in the community.

Virginia Elects First Openly Gay State Senator
November’s Virginia General Assembly election yielded an historic result when
Delegate Adam Ebbin was elected Virginia’s first out gay Senator with nearly
70% of the vote in his district. Other good election night news was a win by
EV Board member Michael Sutphin in his bid for a seat on the Blacksburg
Town Council.

VAN is holding “Mardi Gras Night”, a silent auction and fundraising event on Saturday,
February 18, 2012, 7-9 pm at the Blue Nile Ethiopian Cuisine Restaurant. Tickets for
this event are $40 and include appetizers, two drinks, entertainment, and the opportunity
to bid on terrific items like gift baskets, gift cards from local restaurants, an authentic
Greek Dinner, gift certificates for services, and much more. These funds help support
the work of VAN. The Valley AIDS Network was established in 1989 and it strives to
compassionately meet the needs of individuals diagnosed with HIV/AIDS. VAN’s goals
are to move its clients toward better health and self-sufficiency, to raise awareness and
prevent the spread of the virus through education, and to serve as an advocate for those
affected by the AIDS epidemic. As housing and medical costs increase, VAN relies on
donations from the local community and fundraisers like “Mardi Gras Night” are crucial

Massachusetts Bans Gender Identity or Expression Discrimination
The Massachusetts Legislature voted to pass the Transgender Equal Rights Bill. The bill adds
protections to the state’s civil rights laws against discrimination in employment, housing, education, and credit based on gender identity or expression and adds gender identity and expression to
the state’s hate crimes law. The bill will go into effect 90 days after it is signed by Governor Patrick. Massachusetts will become the 16th state along with the District of Columbia in prohibiting
discrimination on the basis of gender identity and expression.

Lesbian Activist Honored with Presidential Citizens Medal
Janice Langbehn, who helped secure hospital visitation rights for same-sex couples across the
country received the nation’s second-highest civilian honor from President Barack Obama -- the
Presidential Citizens Medal. In 2007 Langbehn was kept from the bedside of her partner, who lay
dying in a Florida hospital. A story about the ordeal prompted the president to instruct his administration to issue new rules requiring hospitals to abide by the wishes of patients who designate their same-sex partners for visitation rights.

Walmart Adds “Gender Identity” to Nondiscrimination Policy
Mega-retailer Wal-Mart has quietly added language to its employee nondiscrimination policy that
forbids employment bias based on gender identity and expression. A spokesman said the change
was part of a routine review of employment policies and was not related to a complaint.

Civil Rights Pioneer for Modern LGBT Rights Movement Dies
Dr. Frank Kameny (May 21, 1925-October 11, 2011)
Dr. Frank Kennedy was one of the most significant figures in the modern LGBT rights movement in the United
States. In 1957, he was terminated from his position in the federal government because of his sexual orientation,
which led him to a lifetime of activism for LGBT rights. In 1961, he argued his case before the US Supreme
Court, and founded the Mattachine Society of Washington, one of the earliest LGBT organizations in the U.S.
Kameny and Barbara Gittings co-organized demonstrations for gay and lesbian rights at Independence Hall and
the Liberty Bell in Philadelphia each July 4th from 1965 to 1969, where an Historic Marker recognizes the site.
They also protested the annual meetings of the American Psychiatric Association in the early 1970s. The APA
voted in 1973 to remove homosexuality from the list of mental disorders. In 2006, the Library of Congress acquired Kameny’s papers, documenting his biography and lifetime of civil rights work.
In 2007, the Smithsonian Museum of American History included an exhibit of the original picket signs Kameny
carried in demonstrations in front of the White House. In 2009, his home was designated a DC Historic Landmark. Also in 2009, John Berry, Director of the Office of Personnel Management, formally apologized to
Kameny on behalf of the US government and presented Kameny with the Theodore Roosevelt Award, the department’s most prestigious award.
In 2010, Kameny was seated at the front row of the gathering where President Barack Obama signed the “Don’t
Ask, Don’t Tell Repeal Act.” Also in 2010, DC Mayor Adrian Fenty unveiled street signs designating a section of
17th Street as “Frank Kameny Way” in his honor. On November 2, 2011, Kameny’s house was listed on the National Register of Historic Places.
Kameny’s early activism is featured in the documentary Gay Pioneers (www.gaypioneers.com), about the beginnings of the modern LGBT civil rights movement in the US.

Town Hall Meeting in September
LGBT civil rights organization, Equality Virginia, and
SVGLA are co-hosting a town hall meeting for the LGBTA
community in the Valley. EV will share information about
upcoming legislative initiatives affecting our community in
Virginia’s General Assembly, and invites LGBTA community
members to participate in a town-hall style discussion.
Clementine Café, a local favorite in the historic district of
Harrisonburg, has generously donated space for the event.

�Invitation to LGBTQA Episcopalians in the Virginia Diocese

A task force has been commissioned by The Bishop of the Episcopal Diocese of
Virginia to prepare recommendations in the event the Episcopal Church approves
the blessing of same-sex unions. Town Hall “Listening Process Meetings” have been
set up around the Diocese to receive input from LGBTQA Episcopalians in the Virginia Diocese. The announced dates are as follows (all on Wednesdays):
Sept. 29, Calvary, Front Royal, 7-9 pm

Nov. 3, St. John's, Tappahannock, 4-6 pm

Oct. 13, St. Paul's, Ivy, 7-9 pm

Nov. 17, Richmond (Location TBA), 7-9 pm

These meetings are immensely important to the Bishop and will be the most important single step in "the Way Forward" towards a change in policy to authorize
rites of blessing for same-sex couples and an end to clergy discrimination.

The Human Rights Campaign (the nation’s largest lesbian, gay, bisexual and transgender civil rights organization) reported perfect scores for 305 businesses in its Corporate Equality Index: http://www.hrc.
org/documents/HRC_Corporate_Equality_Index_2010.pdf HRC’s Index rated over 500 businesses
based on their LGBT employment and benefits policies. Many Harrisonburg area enterprises were

HRC Drops Target and Best Buy from
“Buying for Equality” Guide
The Human Rights Campaign will drop both Target Corp. and Best Buy, two companies that aided an
anti-gay politician's campaign, from its annual “Buying for Equality” Guide. HRC’s VP of communications
Fred Sainz said that HRC "will not encourage people to shop at either store and believes that consumers
should make their own decisions after careful consideration of all of the information available to them.”
The decision comes after criticism of the HRC Corporate Equality Index (from which the Buyer's Guide is
derived) and whether it accurately reflects a company's record on LGBT equality. The HRC Corporate
Equality Index has primarily focused on how a company treats its employees — using criteria such as
partner benefits, diversity training, and anti-discrimination policies inclusive of sexual orientation and
gender identity — but the latest report evaluates whether an employer "exhibits responsible behavior
towards the LGBT community" and "does not engage in action that would undermine LGBT equality."
Both Target and Best Buy received 100% ratings on HRC's 2010 index, completed before the controversial donations were made. HRC has delayed the release of its 2011 Corporate Equality Index as it considers the methodology used to compile the report.

California’s Proposition 8 Ruled Unconstitutional,
Proponents’ Legal Arguments based on “Junk Science”
U.S. District Judge Vaughn Walker issued a ruling striking down the ballot initiative that banned
same-sex marriage in California. Attorney David Boies, calling evidence submitted by proponents
of Prop 8 “junk science,” commented: “Well, it's easy to… throw around opinions – appeal to
people's fear and prejudice, cite studies that either don't exist or don't say what you say they do.
But when they come into court and they have to support those opinions…under oath and crossexamination, those opinions just melt away. And that's what happened here. There simply wasn't
any evidence.... [The] witness stand is a lonely place to lie…and that's what we proved. We put
fear and prejudice on trial, and fear and prejudice lost.”

The following excerpt is from an obituary that appeared in the June 16 issue of The Daily News Record. Chuck Howard was
an early member of SVGLA and served the organization as its treasurer for many years. His contribution to our community
was on-going, substantial, and heartfelt. He will be remembered with love and admiration by all who had the opportunity to
know him and to work with him.

Charles "Chuck" M. Howard, Jr.
(August 21, 1939 - June 15, 2010)
Charles M. "Chuck" Howard, Jr, 70, of Penn Laird, VA, passed away Tuesday, June 15, 2010 at Rockingham Memorial Hospital in Harrisonburg, VA. Chuck was born in Norfolk, VA, on August 21, 1939, and was a son of the
late Charles M. and Myrtle Rebecca (Besheans) Howard Sr. He was a 1957 graduate of Norfolk Catholic High
School, served 5-years in the U.S. Airforce, and after 27-years of service he retired from Sears and Roebuck in
Harrisonburg. He was the former co-owner of Gap View Ranch and Kennel in Broadway, VA.
Charles is survived by two sons, Daniel M. Howard and wife Debra of Virginia Beach, and Patrick M. Howard and
wife Kathleen of Chesapeake, VA; two sisters, Gayle Zolbert of Bluffton, SC, and Joanne Battaglia and husband
Robert of Virginia Beach. He is also survived by his partner, Gastavo Alvez of Penn Laird, and five grandchildren.
In addition to his parents, Chuck is preceded in death by a daughter, Denise Lynn Howard Bogucki.

A Message of Hope: “It Gets Better”
Partners with The Trevor Project
Moved by the recent tragic suicides of gay youths, Dan Savage (and his spouse, Terry)
recorded a video for LGBT teens letting them know that they are not alone, that life
gets better, and that suicide is not a solution. (That’s an important message for all
members of our community, regardless of age.) Thus began the “It Gets Better” video
project, which now includes thousands of messages of hope in videos posted online

The SVGLA “Family Connectshen” is published quarterly
(in March, June, September, and December).

�SVGLA recently received the following e-mail from a former
member. We are printing it with permission from the author.
I go to Haverford College now but I was put on the [SVGLA] email list back in the days when I
was co-president of the Gay-Straight Alliance at Harrisonburg High School about 4 years ago. I
can't really attend any of these things since I'm at school up in PA, but it makes me happy to
see the great work that is happening back home.

The heartbreaking suicides of late -- as well as one particularly heartbreaking, extremely bigoted Daily News-Record letter to the editor I read when I was home last week for fall break -are reminders of how much still needs to be done.

Tonight I got to see Cory Booker, the super dynamic Mayor of Newark, NJ speak at my college
and he got one of his biggest rounds of applause from a full auditorium of students when he
said that he does not marry anyone as mayor because he doesn't feel comfortable marrying
heterosexual couples if he can't marry [same-sex] couples. It was one of many inspirational
moments. I guess the point of this email is just to say —— thanks for the email!

EV is Virginia’s state-wide, non-partisan education, outreach, and advocacy organization seeking equality for LGBT Virginians. In September, SVGLA hosted James Parrish,
EV Deputy Director, at Clementine in Harrisonburg.
EV’s Priority Legislative Efforts (www.equalityvirginia.org to see EV’s other efforts):
• Stop Bullying in our Schools: EV is working to create an anti-bullying policy for
Virginia schools that includes sexual orientation and gender identity.
• End Workplace Discrimination: EV is working to pass legislation so that every
Virginian has the right to a workplace free from discrimination, regardless of sexual

• Every year, EV is contacted by people from across the state to report discrimination

“Don’t Ask, Don’t Tell” Ruled Unconstitutional,
Federal Judge Orders Reinstatement of Lesbian Service Member
In two separate September rulings, the US’s anti-gay military policy was ruled unconstitutional and a federal judge ordered that a decorated flight nurse discharged under DADT by
the Air Force should be given her job back “as soon as possible.” The New York Times reported in November that Senate Democrats will seek to pass a repeal of DADT before the end
of 2010.

NAACP Seeks Common Ground with LGBT Community
NAACP President Benjamin Jealous and former NAACP President, Julian Bond, are leading an
effort to reach out to the LGBT community. "We recognize that many of our members are also
members of the LGBT community, and just as the LGBT community counts on us to stand with
it for basic civil rights protections, so we count on the LGBT community to stand with us in
our unified struggle for the broader civil rights agenda," Jealous said.

Permit Private Virginia Employers to Offer
Group Life Insurance to Domestic Partners
In 2005, EV helped to change the law that prohibited
private employers from offering health insurance to
the domestic partners of their employees. However,
Virginia employers are still barred from offering
group life insurance coverage to the domestic
partners of their employees (or any other adult living
in the employee's household, like a mother-in-law or
an adult child over a certain age).

�Human Rights Campaign Scholarship Database

California Supreme Court to Hear Prop 8 Challenge

HRC released a comprehensive online database
of more than 160 scholarships available to LGBTA
students. The database was created by the Youth and
Campus Outreach Program at HRC. To view, visit

The California Supreme Court agreed to hear oral
arguments in the legal challenges to Proposition 8 on
Thursday, March 5, 2009. The Court must issue its
decisions within 90 days of oral argument.

�“Milk” Receives Two Academy Awards
“Milk,” which will be out on DVD in March, is based on the life and tragic death of Harvey Milk. When Milk was elected to the
San Francisco Board of Supervisors in 1977, he made history for being the first openly gay man elected to public office in
California. Milk became widely respected for his accomplishments on behalf of all San Franciscans. He also helped defeat the 1978
Briggs Initiative (Proposition 6) which would have made firing openly gay teachers and any public school official in California who
openly supported gay rights mandatory.
Sean Penn won “Best Actor” for his portrayal of Harvey Milk. Dustin Lance Black won “Best Original Screenplay” for “Milk.”

Legislator Attempts to Topple VA’s Anti-Gay Amendment
Virginia legislator David Englin filed legislation for the 2009 Virginia General Assembly
to begin the process of repealing the 2006 amendment to the Virginia Constitution that
outlaws marriage, civil unions, domestic partnerships, and any state recognition of legal
status for same-sex relationships.
"This is an uphill battle in a state like Virginia. However, in light of the setback to equal
rights resulting from California's Proposition 8, now more than ever we need everyone in
our country who supports equal rights -- no matter what state they live in -- to stand up
and say that laws denying people equal freedom are wrong and un-American," said
Englin. "What better place to take a stand for equal rights than Virginia, whose greatest
leaders defined the very rights we hold dear as Americans? After all, it was a Virginian
named George Washington who promised us a government that would give 'to bigotry no
sanction, to persecution no assistance,' and it was a Virginian named Thomas Jefferson
who extolled the self-evident truth that all people are created equal."
Englin authored the only two pro-equality bills to successfully pass the Virginia General
Assembly and become law since he took office in January 2006. Englin's bill to protect
equal rights in hospital visitation passed in 2007, and his bill to create a statewide registry
of advanced medical directives for same-sex couples to designate partners to make
medical decisions passed in 2008 and is due to be launched by April 2009. The repeal
effort must take the form of a constitutional amendment, which means Englin's
legislation must pass the General Assembly twice with an intervening election and then be
approved by public referendum. The entire Virginia House of Delegates, including
Englin, is up for re-election in November 2009. For more information, visit

              <text>Ruth Finks was born February 29, 1896 on her family farm near Maurertown Virginia. The mother of seven children, she did her share of hard work on their family farm observing in one interview “I have done everything but plow the land… I have helped to gather the corn, shucked it, ran the disc, harrowed the land, took care of the sheep, hogs, cattle, and the work horses.”&#13;
After the death of her husband in 1944, Ruth managed the farm by herself for three years before going to work as a housekeeper for a Woodstock family. Over the next thirty years she also worked various other odd jobs as a baby sitter while living on Spring Street in Woodstock Virginia. Outside of work she was active in the Maurertown Brethren Church, teaching Sunday School and leading their missionary society. &#13;

              <text>Shelley Rucker moved to Shenandoah County in 1974 with her husband Guy to establish the Little North Farm Contract Beef Inc. This company provided individuals the opportunity to purchase beef steers, graze them on the Little North Farm near Conicville, and then have them slaughtered and processed. This custom beef feeding plan was very popular with residents of the Washington DC area interested in sourcing their beef directly from the farm instead of buying it in a supermarket. &#13;
Born in Alabama, Shelley spent much of her early life in the Philippines and other Far East countries while her father worked with the Lykes Steamship Company. She graduated from Jacksonville Teacher’s College in Jacksonville Alabama. After living in Wilmington NC and northern Virginia, she moved to Shenandoah County with her family to pursue their business dream for which Shelley served as treasurer. &#13;
Outside of work, Shelley had three children Lynn, Brenda, and Cassandra. She was an active member of the Daughters of the American Revolution and founding regent of Shenandoah County’s Narrow Passage Chapter, NSDAR. </text>
