Janie Lee Hupp Mowery was born August 11, 1929 in Strasburg Virginia. She initially worked as a waitress at the Old Mill Restaurant and Peoples Drug Store before marrying Paul Douglas Mowery Sr.

After her marriage she became a homemaker caring for her two children. She was also involved in her community. Her volunteer service included:

-Membership in the Strasburg Christian Church where she served Deaconess, Sunday School Teacher, Youth Leader, and member of the Christian Women's Fellowship

-Docent with the Strasburg Museum and member of the Strasburg Heritage Association

-Girl Scout Troop Leader for more than 40 years, a task she considered her "main interest"

-Supporter of the Strasburg Fire Department and Rescue Squad
