Photograph of Clifford "Cliff" Leroy Fuller Sr. in his Virginia State Police uniform.

Cliff was born in Orange, Franklin County, Massachusetts, to Leroy F. and Clare A. (Dunbar) Fuller. His father was a painter born in Belchertown, Massachusetts. His mother was born in Athol, Massachusetts.

He married Laura May Artz (1907-1993) in July 1925. She was born in Vicksburg, Mississippi, to Frank and May (Stiles) Artz. The couple lived in Massachusetts early in their marriage and their first son, Clifford L. Fuller, Jr., was born there about 1927.

Shortly after, the 1930 census found the family in the Davis District of Shenandoah County where Cliff was a salesman at an oil station. Their second son, Robert, was born about 1935 in Virginia.

In the 1940 and 1950 censuses, they lived in Toms Brook and Clifford was a Virginia State Police Officer. Cliff’s last residence was in Florida. He is buried in Toms Brook.
