Raymond was the son of Glenn William (1876-1927) and Ada Belle (Clinedinst) (1874-1904) Rudy. His father was a carpenter.
Raymond was a 1920 graduate of Woodstock High School and married Beulah Lee Hockman (1905-1993) three years later. The couple had three children together: Mark Rudy, Raymond Rudy, Jr., and Barbara (Rudy) Bowman. They lived in rural Edinburg.
While his children were young in the 1930s and early 1940s, Raymond worked as a car salesman at a Ford plant. When he registered for the WWII draft in 1942, he worked at the American Viscose Plant in Front Royal. By March 1946, he had been elected the Commissioner of Revenue for Shenandoah County.
The Northern Virginia Daily newspaper published many tax related notices on his behalf during his term. He did not run again in the November 1951 election and soon after, began working for the State of Virginia as a tax agent.
An article published on 16 November 1962 in the Northern Virginia Daily newspaper noted that Raymond Rudy (in his capacity as a tax agent of the State of Virginia) had brought charges against 31 people in Warren County for failure to pay their taxes.
