Shoemaker was born in Bedford County Pennsylvania to parents Herbert and Matilda Shoemaker. He later mved to Woodstock and became a teacher with the Shenandoah County School System. Later he became a principal and finally was the superintendent of the school system.
When he married Maria Louise Snapp (1884-1925) in 1914, he was a teacher in Woodstock. They had at least two sons and a daughter together before she died. His second wife was Lula Brooks (1886-1970), who survived him.
