Fred grew up in a farming family near Edinburg, a son of Hugh Vernon Barton, Sr. (1880-1963) and Ora May (Litten) Barton (1886-1927). He had many siblings.
He married Edith Alice (Wilt) Barton in 1932. Her parents were Harry and Maude (Helsley) Wilt.
In the 1940 census, Fred and Edith lived with her parents on Church Street in Woodstock. Fred worked as a mechanic in a garage.
When he registered for the WWII draft in October 1940, he worked for Riley Chevrolet Sales in Woodstock. He was described as being 5'8" tall and 180 lbs.
By 1950, the couple lived on their own on East Foundry Street in Woodstock, and had a 2-year old daughter, Linda Carrol Barton. Fred still worked as a mechanic.
