Jay was born in Monessen, Pennsyvania, the son of Robert E. and Nelle (Keller) Stickley.
When he died, he was the retired owner of the R.E. Stickley and Son Ford dealership in Strasburg. He was also a U.S. Army veteran of World War II and a member of the First Baptist Church, Woodstock.
He married twice. His first wife, Stella Virginia (Wymer) Stickley, died in 1976. His second wife was Nancy Lee (Triggs) Stickley.
