Phelps was the son of Robert Houston and Anna Louise "Annie" (Bird) Payne. He grew up in Mt. Jackson.
He graduated from VPI (now called Virginia Tech) and married Betty Allen Holtzman in Boise, Idaho, in 1942. She was also from Mt. Jackson.
At the time, he was stationed there as the administrative officer in a bombardment squadron at Gowen Field in Boise.
