Berlin was born in Columbia Furnace, son of Joseph R. Helsley Sr. and Rosie (Cook) Helsley. He retired from Virginia Highway Department in 1995 where he had been employed for 40 years.
His wife was Alma Louise (Dellinger) Helsley (1925-2009). The couple married in 1955.
