He was born in Richmond, Virginia, the son of Dr. Harold W. Miller, Sr. and the late Susan (Brewbaker) Miller.
He attended Roanoke College in Salem, Virginia. Following graduation, he attended the Medical College of Virginia in Richmond where he received his medical degree in surgery. He then completed his internship in Cincinnati, Ohio.
Dr. Miller was a captain in the U.S. Army and was stationed in Okinawa, Japan, and served in a military hospital as a surgeon.
Following his military service, he returned to Woodstock where he practiced medicine as a surgeon at Shenandoah Memorial Hospital for over 40 years.
His wife was Joan (Parnell) Miller of Woodstock. The couple raised a daughter, Mary Susan (Miller) Beck, and a son, Ramsey Stephen Miller.
