Sarver was a lawyer in Woodstock Virginia and later Commonwealth Attorney for Shenandoah County. Later he served as a Circuit Court Judge for Warren and Frederick County Virginia. He and his wife Carol had two daughters, Melissa and Melinda, and a son P.W. Sarver Jr. They lived in Strasburg.
