In 1973, Phoebe started her new job as a Shenandoah County Public Health nurse. She was also in charge of several Shenandoah Health Department clinics.
A native of Mt. Jackson, Phoebe studied nursing at Rockingham Memorial Hospital School of Nursing and trained at Elizabeth’s Psychiatric Hospital (in D.C.) and
Children’s Hospital (in Cincinnati, Ohio).
