Frank Betts had relatives around the Woodstock area although he lived in Dayton, Ohio. He was an excellent photographer and took many local pictures in Shenandoah County as well as in the Dayton area.

Identified by P.M. Fravel, whose grandmother, Olive Fravel, was friends with the subject. Mr. Fravel has many examples of Frank Betts' local photographic work. He also has a similar photo to this one at home.
