Nellie was from Newberry, South Carolina, and the daughter of a Lutheran Minister, Samuel O. and his wife, Maggie F. Koon.
Her husband was Col. Eual Culbertson, a retired U.S. Army Colonel and former school teacher and administrator in Newberry County, S.C. They married in 1930.
Her brother, Rev. Lewis Koon, was a minister in New Market and she visited him and his family many times.
For a time, she taught at the New Market High School.

Identified in 2002 by Nancy (Branner) Stewart who remembered her as a "beautiful" woman who visited her parents "many times" in their home. She also noted that Nellie was an aunt to the Reverend Koon who lived in Woodstock in the 1960's and married a Lambert.
