Nancye was the daughter of Blanche Helbert and Marvin W. Bowman and sister of William Byron Bowman. She grew up on the family farm in Bowman's Crossing and graduated from Edinburg High School in 1942. She married in 1944 and was the mother of Dane Allen Devier, Sr. and Donna Leigh Devier. She was the grandmother of Deborah Kidd Veitch, Diana Devier, Tracey Devier Hess, and Dane Allen Devier, Jr.
Nancye had a long career in education. She received a bachelor's degree in Home Economics Education from Madison College and a master's degree in Home Economics Education Supervision from the University of Maryland. She worked as the Head State Supervisor of Home Economics Education for Virginia in Richmond, the Administrator for Professional Development for the American Home Economics Association in Washington, DC, and a Home Economics teacher at Stonewall Jackson High School in Quicksburg.
After her retirement in 1987, Nancye served on the Family Life Education Community Involvement Team and as Chair of the Shenandoah County Historical Society. She also served on the Shenandoah County Library Board of Trustees, the Edinburg Heritage Society Board, and the Shenandoah Valley Music Festival Board.
