Garland "Budd" Stephens was from Edinburg and his parents were Dabney Thomas and Maude Edna (Shipe) Stephens. He graduated from Edinburg High School in 1947 and married Winifred Jane "Winnie" Walters two years after that.
Winnie was born in Bunker Hill, West Virginia, to the late John Edward and Edna Catherine (Shipe) Walters.
She married Garland on Christmas Eve, 1949, and together they had three sons and a daughter.
