Known as “Herbert”, he was born in Anstead, West Virginia, to Charles Herbert (1895-1962) and Gladys Signora (Tolley) (1895-1963) Cummins. He graduated from Edinburg High School (where he played on the basketball team) in 1943 and married Geneva Catherine (Painter) Cummins (1926-1991) a few years later.

Geneva was born in Woodstock to Charles Hubert (1895-1967) and Mary Elizabeth (Combs) (1898-1993) Painter. When she married in 1946, she worked as a stenographer and lived in Edinburg. Herbert was a student living in Arlington, Virginia.

The 1950 census found Geneva and Herbert living in the Madison District of Shenandoah County. They lived with Geneva’s parents and her two younger siblings. Geneva worked as a bookkeeper in a poultry plant while Herbert worked as a printer’s helper in a printing plant.

They had at least one son, Donald S. Cummins, who lived in Edinburg.
