Born in Fort Valley, Janet was the daughter of Clifton Lee and Francis Marie "Fannie" (Burner) Cave.
Her first husband was Gerald Allen Stultz. She married him him in Hagerstown, Maryland, in 1961. She worked as a legal secretary at the time. The marriage ended a few years later.
Her second husband was Henry "Dwight" Hoover (1934-2016) of Woodstock. She and Dwight raised two children together.
