Elsie was born in Fishers Hill, near Strasburg, to Moses Walton (1878-1944) and Lillie Ann (Hamman) (1878-1926) Barbe. She was one of at least eight children.

She married Carl Irving Conner (1895-1972), a veteran of WWI, and the son of John and Fannie Belle (Wolverton) Conner. Early in their marriage, the couple spent some time at the Hottel-Keller homeplace near Mt. Olive as at least one of their daughters, Lucille, was born there in 1923. Later on, the couple lived in the Maurertown area, near Harrisville Road, where they farmed.

When she died, the Daily News Leader newspaper published her obituary on February 25, 1997 (page 2). The article noted that she retired from Blue Bell in Woodstock after more than 20 years. She was an active member of St. Matthews Lutheran Church where she sang in the choir.

She left behind a son, Carl Conner Jr., and two daughters, Lucille Baker and Joyce Hamrick.
