She was the daughter of James Arthur and Virgie A. (Shillingburg) Strosnider. She grew up in Strasburg and was a lifelong resident of the town.

Her husband was Robbie Guy Scott (1910-1963), a mechanic at the Strasburg Silk Mill (now the Antique Emporium).

Over the years, Virginia and her husband raised two sons, Ronald G. and Robert W. and a daughter, Judy A. Scott.
