Hugh was a son of David Filmore and Annie Elizabeth (Fadely) Stoneburner. He grew up in Edinburg and had two brothers, Arthur and Walter Lee Stoneburner.
Hugh married twice. His first wife was Ida Elizabeth Smith (1883-1948) from Toms Brook. She was the daughter of C. W. and Massie (Bauserman) Smith. They married in 1910.
After she died, he married Annie Catherine (Weaver) Shipp (1887-1960). She had two sons.
When Hugh died, his obituary noted he was a well-known retired carpenter from Strasburg.
