Janet was born in Franklin County, PA, the daughter of Charles William Sollenberger and Evelyn (Ausherman) Sollenberger.

She grew up in Woodstock and attended Madison College (now James Madison University), graduating in 1946 with a major in home economics.

For several years she was employed as a home extension agent for Rappahannock County, VA.

In 1951, she married Dr. Walter Leroy Kilby, and they lived in Baltimore, MD, where they raised their two daughters, Janet O. Kilby ("Phoebe"), and Margaret H. Kilby.

Janet and her husband retired to Woodstock, where they were members of the Woodstock United Methodist Church. Janet was also a lifetime member of both the Virginia and the National Federations of Garden Clubs.
