Beverly was born in Jacksonville, Florida, a daughter of Cecil Houston Lichliter and Frances Stephens Steiner.
In 1939 she moved to Woodstock and was raised by her second cousin, Mrs. W.C. Ford. She graduated from Woodstock High School, and attended Massanutten Military Academy, Mary Washington College and Madison College.
Her first husband was Allen H. Peer Sr. The couple had three children together: Allen H. Peer Jr., Elizabeth (Peer) Fraim, and Beverly Virginia Peer.
Several years after her first husband died, Beverly remarried in 1981 to Charles Bemis Snyder.
