He was born in Toms Brook, a son of Lemuel David and Laura C. (Beydler) Wakeman.
Charles graduated from Bridgewater College and, according to his obituary, was "a former principal at Shenandoah (Va.) High School." He later became a Minister and served in Fort Valley.
His wife was Bessie Lola (McInturff) Wakeman who he married in 1942.
When he died, he lived in Cumberland, Maryland. His obituary noted he had been a rail yard worker for the Western Maryland Railway and served as Chaplain of the Cumberland Auxiliary Police for ten years.
