She was born in Monessen, Pennsylvania, daughter of the Ernest Edgar and Sadie (Keller) Rutz. She was a graduate of Monessen High School and later moved to Shenandoah County where she became a member of Mt. Olive United Methodist church in Toms Brook.
She married Melvin Lester Kibler and raised three children: a daughter, Kathy Kay (Kibler) Williams, and two sons, Melvin L. Kibler, Jr., and Ernest "Ernie" Lee Kibler.

Identified in 2009 by Phyllis Wright who was a friend of Dorothy. She noted that Dorothy's husband, Melvin, built Phyllis' house.
