This is John Aldine Smoot (1919-1991), he went by Aldine. He is the son of Russell Ananias Smoot and Lula Catherine (Funkhouser) Polk Smoot.
I recognized the name and showed this photo to his niece, Jean (Polk) Hanky, who confirmed this is her uncle.
