Charles was born in Mt, Jackson, the son of Tiphen Walsingham Allen, Jr. and Laura Virginia (Ripley) Allen, of Redbanks, the stately and historic home located between Mt. Jackson and Edinburg on Route 11.
As a young man he moved to Washington State. When he married there in 1924, he was a business man in Everett.
His bride was Peggy Paige Irving from Everett, Washington. The couple spent their lives together in Washington State and raised two children.
By 1950, the census found the couple still in Everett. Their children were gone by then and Charles was the proprietor of a car dealership and service company.
