Paul was born in Edinburg, a son of Henry Earl and Marian (Neff) Wisman.
Paul served in the U.S. Navy during World War II.
He married Caroline "Carrie" (Bowman) Wisman after his military service. The two had met when they were only seven and five years old as they grew up as neighbors.
Paul worked as a statistician for the University of Virginia's athletic programs for over 58 years. Due to his exemplary service, selfless commitment and extraordinary impact on the Cavalier football program he was awarded the Order of the Crossed Sabres. He lived in Lynchburg, Virginia, when he died.
Paul and his wife raised five children: Jackie, Paul Jr., Clark, Joni, and Kent Wisman.
