Newton was born in Zepp, Virginia, on April 1, 1918. He was working in Washington D.C. for Sherwood Brothers Inc. as a stockman when he enlisted in the U.S. Navy. He planned to return to that job going forward.

This document lists his medals as: The Pacific Theater Ribbon (2 stars), the Good Conduct Ribbon, the American Theater Ribbon, and the Victory Medal.
