Born in Forestville, she was the daughter of Marvin Wilbur and Ada Rebecca (Shutters) Will. Her father worked for the U.S. State Department in Washington D.C.
She was a graduate of Peabody Conservatory in Baltimore, Maryland, and majored in piano. She also received a Bachelor of Science from Johns Hopkins University, Baltimore, and a Masters Degree in Choral Music from New York University, New York City, NY.
Reba never married. She taught Choral music in the District of Columbia Public Schools for more than 35 years.
She is buried in Forestville, Virginia.
