Bill Painter was the son of Levi and Mary Magdalena (Baker) Painter. He was from Hamburg, near Edinburg.
He married Nellie Virginia (Baker) Painter (1873-1950) in 1894.
He ran a livery stable in Edinburg and later operated the first Ford dealership in Shenandoah County. He died on November 16 1931 following a car crash.

Identified in 2012 by Betty O. Wisman who remembered the subject was her father's employer. She had seen a similar picture of him before.
