She was the daughter of Eugene Allen and Alma Elaine (Herbaugh) McIlwee.
Shelby graduated from Central High School in 1961.
In 1964, she was living in Edinburg and working for the Shenandoah Telephone Company. She married Michael Phillip Hollar from Edinburg. At the time of his marriage, Michael worked as a clerk in a Safeway store.
