Transcribed the note reads:
"Mr. Grabill:
You and your estranged wife filed a joint income tax return in 1953 resulting in a tax of $115.40. She paid $80.00 on this account and right or wrong you should pay the balance and I am expecting to receive it by return mail.
Thank you kindly."
An additional note on the left side of the image says, "Do the best you can."
