Marvin was from Harrisonburg in Rockingham County, Virginia.

His parents were Earnest Everette and Pearl Frances (Courtney) Phillips.

He was a pastor preaching in both the Methodist and Brethren congregations. He also did evangelist work in the United States and abroad.

In Shenandoah County, he is best remembered for his work as the Pastor at the Church of the Brethren in Columbia Furnace.

His wife was Emma Rebecca (Hostetter) Phillips.
