She was born in Mt. Airy, North Carolina, to William Rush and Mary (Foster) Gardner.
She grew up in Hillsville , Virginia, and graduated from Hillsville High School and James Madison University.
She married John David Shaffer, founder and longtime President of Shaffer's Barbecue, in 1946. Together, they raised three children: George Vernon, Ann (Shaffer) Grisdale, and Katie (Shaffer) McAleer
The couple lived in Woodstock and Joanna taught in the Shenandoah County Schools for over 30 years. She was a member of the Retired Teachers' Association and was active in the community.
