Frank was born in Dover, Delaware, the son of Shirley Lee and Doris Marie (Butler) Smallwood. Becky was the daughter of Alvin Lewis and Lulu Virginia (Ward) Windle from Shenandoah County.
The couple married in 1961 in Woodstock. At that time, Frank worked as a salesman for Northern Virginia Cigarette Service and Becky was a secretary.
Possibly, this was a wedding photograph.
