Lawrence was born in Arlington, Virginia. He was the son of Frank Joseph and Emily Frances (Lloyd) Mandala.
He lived most of his life in Shenandoah County and was a graduate of Stonewall Jackson High School, Quicksburg.
He served in the U.S. Army from 1963 to 1966 with Company B, 8th Engineer Battalion, U.S. Army Pacific. He remained in the U.S. Army Reserves until 1969.
During his 40 year career, he was a electrician and lineman/ foreman working for Shenandoah Valley Electric Cooperative.
