Born in Davis, West Virginia, she was the daughter of William Edward and Ruby Lee (Collins) Hatcher.
In 1964, she married Hunter Boyd Chapman, III, in Woodstock. Hunter was born in Winchester, the son of Thomas Prince and Helen (French) Chapman.
At the time of their engagement, Ramona was attending Madison College (now called James Madison University) and Hunter was attending Washington & Lee University Law School. He had already earned an undergraduate degree from Randolph Macon College in Ashland, Virginia.
