Billy is from Woodstock, the son of William Bland Allen, Jr. and Edith Christina (Waters) Allen.
After graduating from MMA, Billy earned a law degree and has been practicing law in Woodstock for many years.
In 1997, he married Cynthia Gale Brian.
The image on the left has a mark at the top where the photographer noted which of the two images he planned to print.
