Jimmy was the third child born in Strasburg to Timothy B. (1887-1944) and Lillian R. (Smith) (1904-1970) Phalen. In 1930, he and his two siblings, Cecelia A. and Timothy A., lived with their father on West King Street. His father was an engineer for the steam railroad. His mother was not listed.
In the 1940 census, the three children were living on “A” Street in Strasburg with their great aunt and great uncle, Hugh and Ida Stoneburner. The children's parents were not living with them. When Jimmy registered for the WWII draft in 1945, he still lived there.
By 1950, Jimmy lived in Miami, Florida, with his sister, Cecelia, and her husband. His mother, who was divorced, also lived with them. Jimmy worked as a furniture re-finisher in a secondhand furniture store. A year or so later, he married Naomi Velez (1926-2011) in Florida. Naomi was born in Ybor City, Florida.
Jimmy enlisted in the U.S. Army in 1954 and served until May 1956, when he was discharged.
In 1958, Jimmy and his wife moved to Merritt Island in Brevard County, Florida, where he worked for Lockheed and Boeing Space Operations for 37 years. The couple had two sons together, Tim and Sean, and lived out their lives in Florida.
