She was born in Strasburg, the daughter of Harry Franklin and Hilda Irene (Beatley) Stinson.
She married 34-year old William Charles Cullen, from Minnesota, in 1948. At that time, she worked as a clerk at the Telephone Company and he was a Sergeant in the U.S. Army. She lived in Washington D.C. and the couple married at Ft. Belvoir, Virginia.
