Arthur was the son of Gideon and Josephine (Bowman) Wilkins. He was a lifelong farmer and livestock dealer from Edinburg.
Mamie was the daughter of William Harvey and Emma Susan (Downey) Santmiers. She and her husband raised at least four children together.
One of their grandsons was Billy Logan.
