John was the son of Willard Middleton Reiley and Charlotte M. (Fravel) Reiley.
He married Susan English Kitchin and they raised a son, Eric LaHue Reiley.
He graduated from Massanuttten Academy and Virginia Polytechnic Institute, receiving a Bachelor’s degree in Engineering and a Master’s degree in Business Administration from VPI. He was a Registered Professional Engineer and had extensive overseas employment in the engineering and construction industry, both with the Army Corps of Engineers and with private engineering firms and contractors.
