Cooper was born in Edinburg, the son of Charles Edward and Effie (Fox) Bowers. He did carpentry work for C.E Thompson, for 27 years, was the owner of the Mountain Tree Farm, and was a farmer.
His wife, Louise, was also born in Edinburg, the daughter of Roy O. and Margaret Eleanora (Foltz) Bowman.
The couple raised four sons and a daughter together.
