Her parents were Harold Lynden and Shirley Lucille (Walker) Seal. She graduated from Central High School in 1965 and was a lifelong Shenandoah County resident.
She worked in the payroll department of the Aileen plant in Edinburg for almost 30 years.
In 1969, she married Wayne Henry Tisinger of Woodstock. He was the son of Clyde Henry and Mary Virginia (Hollar) Tisinger.
The couple raised a daughter together, Amy Beth Tisinger
