Photograph of Charlotte V. (Hottle) Rinker, seated, with her son, Randolph, on her lap.

Charlotte was the daughter of Margaret Mae (Stoneburner) Hottle and Jacob Earl Hottle.

She was a 1939 graduate of Toms Brook High School, a Shenandoah County 4-H leader for over fifty years, member of the Virginia State 4-H All Stars, creator and designer of the Toms Brook Town Seal, and the first female honorary fire member of the Toms Brook Volunteer Fire Department Inc.

She retired after 20 years from the United States Postal Service and after 26 years as a Shenandoah County school bus driver. She was a member of the United Methodist Women and was appointed to the Toms Brook Town Council in 1964.

Her husband was Albert Earl Rinker. They raised two sons together, Randolph and Steve.
