Eldoe was born in Mt. Jackson, the eldest daughter of Lester Randolph and Glenna (Myers) Smoot.
Eldo left Mount Jackson to work in Washington, D.C., where she met her husband, James "Jim" Tilmond Wheat. They married in 1939.
She travelled with Jim during his career in the U.S. Navy.
They settled in Mt. Jackson.
