William was born in West Virginia, the son of William Burdette Sr. and Caroline Edna Marshall (Brown) Crawford. He grew up in Kilmarnock, Virginia, until 1946 when he and his newly widowed mother moved to Charlottesville, Virginia.
Florence was born in Kentucky, the daughter of Bruce Kinloch and Florence (Hess) Nelson. She grew up in Wheeling, West Virginia.
Florence was a nurse and received her degree from the John Hopkins School of Nursing. William became a doctor and earned his medical degree at the University of Virginia.
The couple married in 1948 in Charlottesville, Virginia.
Two years later, the 1950 census found them living in Norfolk, Virginia, where Dr. Crawford was working as a surgeon for the U.S. Public Health Service.
On May 24, 1955, the Northern Virginia Daily published an article about Dr. Crawford. The young family had just moved to Woodstock because William had accepted a surgical position at Shenandoah Memorial Hospital in Woodstock.
The family remained in Woodstock for many years after.
